Arizona LSV Laws 2025 โ€” Street-Legal Golf Cart Rules for AZ Residents

Complete guide to Arizona LSV laws for golf carts. Speed limits, equipment requirements, registration with the Arizona MVD, insurance, and where you can drive.

Arizona LSV Laws 2025 โ€” Complete Guide for Sun Belt Golf Cart Owners

Arizona is one of the most golf-cart-friendly states in the country. The Phoenix metro area โ€” particularly Sun City, Sun City West, and other master-planned retirement communities โ€” has built an entire lifestyle around golf cart transportation. Here's what Arizona law requires for street-legal operation.

Primary statutes:

  • ARS ยง 28-101 โ€” Defines LSVs (Low-Speed Vehicles) in Arizona law
  • ARS ยง 28-964 โ€” Governs LSV operation on public streets
  • ARS ยง 28-101(31) โ€” "Low-speed vehicle" definition

Federal basis: Arizona's LSV law aligns with FMVSS 500 โ€” the federal standard that defines LSVs as 4-wheeled vehicles with a top speed over 20 mph and not more than 25 mph.

Where LSVs Can Operate in Arizona

Legal roads: Arizona LSVs may operate on roads posted at 35 mph or less, statewide.

Restricted roads: LSVs may NOT legally operate on:

  • Roads posted above 35 mph
  • State highways and interstates
  • Controlled-access roads

Exception for crossing: LSVs may cross roads posted above 35 mph at designated crossings if the crossing is authorized by the road authority. This is how Sun City residents can cross major arteries to reach other sections of the community.

Equipment Requirements in Arizona

Arizona follows the federal FMVSS 500 standard. Your LSV must have:

EquipmentRequired
Headlampsโœ“
Front and rear turn signalsโœ“
Stop lampsโœ“
Tail lampsโœ“
Reflex reflectorsโœ“
Parking brakeโœ“
Windshield (safety glass)โœ“
Seatbelts (all occupied seats)โœ“
17-digit VIN (factory-stamped)โœ“
Speedometerโœ“
Rearview mirrorโœ“
Hornโœ“

All equipment must be operational. A broken turn signal on an LSV in Arizona is a violation.

Arizona MVD Registration Process

To register an LSV in Arizona:

  1. Bring to MVD: MCO (Manufacturer's Certificate of Origin), bill of sale, proof of insurance, driver's license
  2. Vehicle inspected (may be required depending on county and cart origin)
  3. Pay registration fee: Approximately $30โ€“$50 for initial registration + VLT (vehicle license tax) based on cart value
  4. Receive AZ plates: Standard auto plates are issued; display front and rear

Title: Arizona MVD will issue a clean title in your name.

Insurance Requirements in Arizona

Arizona requires liability insurance for any LSV operated on public roads:

  • Minimum: $25,000 bodily injury per person / $50,000 per accident / $15,000 property damage (Arizona state minimums)
  • Golf cart-specific policies from Progressive, Markel, or Foremost work if they explicitly cover public road operation

Driver's License Requirement

A valid Arizona driver's license is required to operate an LSV on public streets. No special endorsement is required.

Age: Standard Arizona driver's license age requirements apply. Minors may not operate LSVs on public streets.

Sun City / Retirement Community Special Case

Sun City, Sun City West, Sun City Grand, and similar Maricopa County communities have extensive internal cart path and road networks. Within many of these communities:

  • Golf cart exemptions allow non-LSV carts on designated internal roads
  • The community association sets rules for internal cart use
  • Public roads within the community still require LSV compliance for registered operation

Recommend: If you plan to drive on any public road (crossing a major street, visiting a business along a public road), your cart must be an LSV. If your use is entirely within private community paths: check with your HOA for their specific rules.

Arizona Golf Cart Enforcement

Arizona law enforcement (specifically DPS and local PD) treats LSV violations similarly to moving violations. Common enforcement issues:

  • Operating a non-LSV on public streets
  • No insurance or registration
  • Missing required equipment
  • Operation on roads posted above 35 mph

Fines: Variable; violations are civil infractions in most cases.
